The IW2nd contracts were awarded under the Federal Acquisition Streamlining
Act (FASA) and the Clinger-Cohen Act, which require that the prime contractors
be given a Fair-Opportunity-to-be-Considered for Delivery/Task Order Awards.
The contracts are structured as Indefinite Delivery/Indefinite Quantity
(ID/IQ) contracts, using delivery and task orders for acquisition of specified
products and services. (See FAR 16.5 for Indefinite Delivery Contracts.)
These contracts are available to the NIH, as well as to any Federal Government
Agency. Procedures for using this contract to place orders are detailed
in the following Guidelines. NIH ordering officials may also refer to the
